Chapter I General Provisions

Article 1

The name of the Association is Beijing People’s Association for Friendship with Foreign Countries (abbreviated as BPAFFC, hereinafter referred to as the Association).

Article 2

The Association is a people’s organization in Beijing, with qualification of corporate legal person.

Article 3

The Association aims to contribute its part to the endeavor of building a harmonious world of common prosperity through joint efforts between the people of Beijing and those of the world. For this purpose, BPAFFC shall promote mutual understanding, friendship, exchanges and cooperation between the people, and strengthen the friendly ties between the city of Beijing and those around the world.

Chapter II Activities

Article 4

The Association shall serve as a bridge and a bond for people-to-people friendship with foreign countries at multiple levels and in a wide-range manner, promoting mutual cooperation between organizations, groups, and individuals from all walks of society in Beijing and those around the world. 

Article 5

The Association shall carry out in-depth exchanges and cooperation among peoples in the world and support the city of Beijing in its drive to build a global city with Chinese characteristics.

Article 6

The Association shall contribute to making Beijing a modern international metropolis by:

1) Staging international events in culture, sports, education, technology, economy, and trade;

2) Facilitating international exchanges of young people;

3) Assisting Chinese delegations on their friendly visits abroad;

4) Hosting foreign friendly delegations on their visits in Beijing;

5) Organizing exchange events for members of international organizations and foreign communities in Beijing;

6) Engaging Beijing citizens in international exchanges.

Article 7

The Association shall implement other exchange programs between the people of Beijing and the people and friendly organizations around the world.

Chapter III Board of Directors

Article 8

The Association’s Board of Directors shall consist of Institutional Directors and Invited Directors.

Article 9

An Institutional Director is recommended by and represents an institution. In case of a change in his/her position, he/she will be replaced by a successor.

Article 10

An Invited Director is selected from those dedicated to international people-to-people friendly exchanges.

Article 11

The title of Honorary Board Member shall be set up by the Association and conferred to friendly individuals at home and abroad who have made prominent contributions to Beijing’s international people-to-people friendly exchanges.

Article 12

The Association’s Board members shall abide by Chinese Constitution and laws. Those who violate any criminal law shall be disqualified.

Article 13

The Association’s Board members should follow this Articles of Association and actively participate in international people-to-people friendly exchanges organized by the Association. They are entitled to the services provided by the Association in terms of international exchanges.

Chapter IV Organs of the Association

Article 14

The supreme body of the Association is the Board of Directors, with a five-year term of office.

Article 15

The Association shall invite eminent individuals in the country as Honorary Presidents.

Article 16

The officers of the Association shall be President, Executive Vice President, Vice Presidents, and a Secretary General.

Article 17

The powers of the Board of Directors are as follows:

1) To examine the Association’s work report;

2) To determine the Association’s work policies and tasks;

3) To amend this Articles of Association;

4) To elect President, Executive Vice President, Vice Presidents, Secretary General, and Supervisors;

5) To determine other matters of importance.

Article 18

The Executive Meeting shall consist of the President, the Executive Vice President, the Vice Presidents, and the Secretary General. The Executive Meeting shall be chaired by the President whose authority shall be exercised by the Executive Vice President in his or her absence. When the Board of Directors is not in session, the Executive Meeting shall exercise the following powers and functions:

1) To determine the invitation of Honorary President;

2) To determine the adjustments of the members of the Association and the Board members;

3) To determine the conferring of the title of Honorary Board Member;

4) To make decisions on selecting Deputy Secretaries General and establishing necessary offices;

5) To decide on the Association’s annual work plan;

6) To convene Board meetings as necessary;

7) To determine other matters of importance.

All matters decided upon by the Executive Meeting shall be reported to all Board members.

Article 19

A Supervisory Board of the Association, generally consisting of three to five members, shall be set up within the Association, and its members shall be recommended in an open manner. The responsibilities of the Supervisory Board are:  

1) To report the annual work of the Supervisory Board to the Board of Directors;

2) To supervise the election procedures of the Board of Directors;

3) To examine the Association’s financial and accounting documentation, and report findings to the registration authorities and other competent authorities;

4) To supervise the Board of Directors and the Executive Meeting in their compliance with laws and this Articles of Association, and rectify any practice that may harm the Association’s interest;

5) The Supervisory Board has the right to make suggestions for the work of the Board of Directors.

Article 20

The Administrative Meeting shall consist of the Standing Members of the Executive Meeting and Deputy Secretary General to handle routine work and execute the annual work plan of the Association.

Article 21

The Association shall support the districts of Beijing in establishing their association for friendship with foreign countries to work with the Association in international exchanges.

Chapter V Income

Article 22

The sources of income for the Association include:

1) Funding from various sectors of society at home and abroad;

2) Revenue from the Association’s events;

3) Membership dues.

Chapter VI Emblem

Article 23

The emblem of the Association consists of a heart-shaped pattern featuring the Hall of Prayer for Good Harvests at the Temple of Heaven and a pair of peace doves and clasped hands, together with the Association’s name in Chinese “北京市人民对外友好协会” and its English acronym BPAFFC, or the full name in English.

Article 24

The emblem may be hanged at a workplace, event venue, or conference venue, placed on printed materials and souvenirs, or worn as a badge.

Chapter VII Supplementary Articles

Article 25

This Articles of Association comes into effect upon approval by the Board of Directors.

Article 26

BPAFFC Board of Directors reserves the rights to final interpretation of this Articles of Association.
